India AI Impact Summit: Governance as Infrastructure

The first global AI summit hosted in the Global South and the latest in the Bletchley →Seoul →Paris→ India series convenes this week. Organized around the themes of AI for Humanity, Inclusive Growth, and Sustainable Future and with an emphasis on diffusion and infrastructure, the summit will bring together world leaders and over 100 countries. The summit promises to stress test global AI alignment.
Setting the stage, ahead of the summit, India unveiled its AI Governance Guidelines, a landmark framework that shifts the paradigm from regulation to “Governance as Infrastructure.” Grounded in seven foundational principles or “Sutras” the guidelines move beyond abstract ethics to prioritize a people-centered approach and verifiable human-in-the-loop oversight.
Critically, the framework calls for “innovation over restraint” supported by a robust digital public infrastructure. The guidelines do not contemplate a dedicated AI law opting instead for targeted legal reforms in areas such as copyright where there is a distinct need for alignment. By championing “techno-legal” approaches, India aims to integrate policy goals such as bias mitigation and content provenance directly into the technical architecture of systems.
Our takeaway: The strategy’s emphasis on democratizing access to innovation and people centered AI transformation inspires and holds promise to address gaps in inclusion and access and for maximizing AI’s potential to benefit humanity. At the same time, sooner or later, its responsible innovation over restraint posture is likely to pose tensions with these and other sutras. It’s an innovative strategy and experiment to watch.

OpenAI’s released a report addressing how AI is fundamentally reshaping international relations and the strategic calculus between states with an uncertain trajectory. It examines AI’s known and potential impacts on deterrence, force projection, information integrity, the strategic balance between states, and how computing concentration is emerging as a decisive national resource on par with energy and semiconductors. Grounded in consultations across national security community, the report notes that despite the magnitude of AI’s anticipated impacts in the sector, uncertainty around its trajectory and capabilities has contributed to a gap in urgently needed coordination. It calls for structured collaboration, including with frontier labs.
Our takeaway: AI is driving sweeping shifts in the foundational pillars of international stability. Collaboration on guiding this shift and shaping the contours of the new order is lacking. Now is the time to review strategy grounded in current paradigms around stability and consider risk mitigation.

Improving Outcomes of Agent Interaction

A new paper from Gillian Hadfield discusses her research on how agents negotiate with each other and form agreements and coalitions beyond direct human orchestration. Hadfield’s studied how decentralized LLM agents build cooperation without central coordination and then tested interventions to influence this. Based on the results. the paper presents “ALIGN,” a framework for improving outcomes of these interactions. The framework guides agents to “strategically share open-ended gossip using hierarchical tones to evaluate trustworthiness and coordinate social norms.” When applied, the framework improved “indirect reciprocity” among agents and strengthened resistance against “malicious entrants.”
Agentic Risk: The Structural Exposure

As AI moves from “assistant” to “actor,” risk is growing exponentially. 48% of cybersecurity professionals now identify agentic AI as the primary attack vector for 2026, yet legacy security architectures remain fundamentally unequipped for this transition. Experts characterize the “attack surface” as massive. The new OWASP Top 10 warns of planning-layer manipulation, where agents execute unauthorized transactions while appearing compliant to monitors.
Our takeaway: Agentic threat demands board level attention now. Risk is real and substantial.
A Framework for Human in the Loop Real-Time Failure Detection in AI Agents

Partnership on AI’s new report provides vital strategies for human in the loop management of real time agent failure detection. It proposes a framework for real-time failure detection as essential infrastructure, including automated monitoring that tracks agent behavior, flags anomalies, and halts execution or escalates to humans. The framework recommends prioritizing detection based on three factors: stakes, reversibility, and the agent’s architectural affordances. The report gives legal and compliance teams a structured framework for assessing agent risk pre-deployment and for guiding vendors in integrating detection frameworks.
Our takeaway: Leaders can benefit from the guide’s excellent practical strategies for both deepening their understanding of agentic risk and managing it.
Safety and Accountability
The safety science is advancing, and the disclosure regimes are forming. However, a gap remains between what’s known about AI risk and what organizations are reporting.
International AI Safety Report

The International AI Safety report, representing the largest global scientific collaboration on AI safety: 100+ experts, 30+ countries was released last week in advance of the India AI summit. Its findings include that AI models are now distinguishing between test settings and real-world deployment and gaming their own safety evaluations and creating risk that dangerous capabilities can go undetected before release. The report also documents cascading infrastructure risks from provider concentration and a growing mismatch between the speed of capability advances and the pace of governance.
Our takeaway: The report essential reading for leaders whose organizations deploy AI and any legal professional seeking to understand risk and manage safety.
Strengthening Corporate AI Disclosure

The Partnership on Artificial Intelligence (PAI) benchmarked AI disclosures from 50 companies against the International Sustainability Standards Board (ISSB), the Global Reporting Initiative (GRI), and the European Sustainability Reporting Standards (ESRS).
While 84% of companies disclose legal and regulatory risks, only 32% address workforce impacts and a mere 6% address national security. Quantitative metrics are almost entirely absent. The Partnership on Artificial Intelligence recommends building for AI what the Task Force on Climate-related Financial Disclosures(TCFD) established for the climate sector standardizing risk reporting. Without decision-useful disclosure, safety risks remain invisible to investors, regulators, and the public.
Our takeaway: As with other dimensions of AI transformation, peer sharing and collective learning is critical to navigating the novelty and uncertainty and building trust. Corporate disclosure is a key vector for this.
The Future of Work
New research from Cisco and Anthropic illuminates readiness and role and task level impact of AI.
Cisco AI Summit + AI Readiness Index: The Workforce Transition Is Already Here

At Cisco’s AI Summit (Feb 3), President and Chief Product Officer Jeetu Patel disclosed 70% of Cisco’s AI product code is now AI-generated with half a dozen products moving to 100% AI-written code by year-end. The future of work has arrived, but readiness severely lags. Cisco’s recent AI Readiness Index illuminates the gap. Examining 8,000 leaders in 30 markets it shows 83% plan to deploy agents, but only 15% have networks ready and only 32% have workforce plans. Its companion Workforce Consortium report found that:
- 78% of ICT roles now include AI technical skills and seven of the ten fastest-growing ICT roles are AI-related.
- Over 90% of entry-level roles are exposed to AI-driven change.
- Human skills such as communication, leadership, and ethical reasoning are gaining priority alongside technical AI fluency, but traditional career pathways are clearly being rewritten.
- Roles across diverse functions have already changed (the report includes an illuminating “before and after look” at how specific types of roles have changed).
Anthropic’s recently released Economic Index Primitives research examines AI use at the task level analyzing task complexity, skill level, purpose (work/education/personal) across industries and geographies. Key findings include:
- AI usage concentrates in software development and technical writing, touching 25%+ of tasks in 36% of occupations
- Users are increasingly delegating complete work rather than collaborating with AI
- AI adoption concentrates in wealthy regions
Our takeaway: Experience and research from the software sector on AI’s impact on specific tasks and roles and geographic absorption offers valuable comparative insights for workforce planning in legal.

Data Governance and Public Trust
AI Governance only works if the public trusts the institutions behind it. Two reports address the foundations: who controls data, and whether AI in justice systems earns or erodes confidence.
GovLab: Operationalizing a Social License for Data Re-Use

The GovLab (NYU) issued a new facilitator’s guide for establishing community-defined conditions for data reuse. Current point-in-time consent doesn’t fit ongoing, collective data reuse. The report gives legal teams a practical framework for community red lines, access rights, and cross-border governance. The guide provides a structured framework across six categories: purpose and boundaries, data protection, actors and roles, operational governance, duration and review, and jurisdiction as well as worksheets, real-world examples, and a facilitator cheat sheet. As AI systems consume ever-larger volumes of data, the question of who sets the terms for reuse is foundational.
Our takeaway: Data integrity is foundational to building trust is AI systems. Its provenance and use must be considered and just. This guide equips leaders with strategies for advancing this.
NYU Center on International Cooperation: Building Trust in AI through Justice

This NYU CIC report argues that justice systems and AI governance are deeply intertwined and calls for prioritizing integration of people-centered justice frameworks in AI governance design. Noting recent OECD research that found justice administration is among the most popular domains for government AI deployment, and accordingly, where AI governance is being tested in practice, CIC argues that justice is key domain for building public trust in AI. Our takeaway: Grounding AI Governance in people-centered approaches is fundamental to trust especially in “frontline domains” such as justice. The India’s AI Guidelines have embraced this strategy and provide a strong model for others.

Developments to Watch: The UN AI Panel

On February 12, the UN General Assembly voted to appoint 40 members to the Independent International Scientific Panel on AI. The panel is first permanent global scientific body dedicated to assessing how AI is transforming the world. Think IPCC for AI. The Panel will issue annual evidence-based reports on AI’s opportunities, risks, and impacts. Members report directly to the General Assembly. The panel creates a new channel through which binding norms could eventually emerge.
